Saskatchewan Highways and Infrastructure (SHI), the City of Saskatoon, the City of Regina, and others over the past number of years from either Winnipeg or Calgary. The Saskatchewan, Regina and Saskatoon budgets all project significant infrastructure spending over the next three years. They are also considering alternative delivery methods such as P3 and design-build.
